To assist our Army National Guard customer, VSolvit has an opportunity for an Enterprise Architect. The selected candidate will support and maintain the functional and operational requirements of the Total Army Personnel Database Guard (TAPDB-G) application. Support ARNG G1 – HRI-G Division/Personnel Systems Branch with the Integrated Personnel and Pay System-Army (IPPS-A). Assist with the IPPS-A system’s deployment, planning, product creation, and change management. For the TAPDB-G and SIDPERS databases, gather ARNG needs.

Responsibilities include:

  • Coordinates, collaborates, and participates in the development and review of business processes, files, transactions, specifications, and system requirements for IPPS-A, TAPDB-G, DMDC-RCCPDS/DEERS, JPAS, ITAPDB, MEDPROS, and RCMS-G.
  • For these and other Army/DoD systems, he creates data mapping specifications documents, conversions, and requirements traceability matrixes. Represents the ARNG at a variety of functional and technical collaboration sessions aimed at resolving high-level challenges affecting Army-wide programs.
  • Coordinates functional and technical requirements with representatives from the Defense Manpower Data Center (DMDC), Reserve Affairs (RA), the Department of the Army (DA), USAHRC-KY, the Army National Guard Bureau (ARNG), States/Territories/DC, NGB Information Systems Division (IMS), and Control Support.
  • Initiates and supports programs, investigations, and research to ensure that all Guard systems are compliant with policy, laws, and directives affecting Strength Reporting, Readiness, Mobilizations, Benefits, and Incentives.
  • Maintains a working knowledge of military personnel and pay regulations, laws, policies, and Department of Defense Instructions/Manuals (DoDI/DoDM) and recommends changes to Guard systems for maintenance and enhancement.
  • As a voting member of the Army’s Data Standards Committee, he represents the Guard (DSC).
  • Creates ad hoc reports to increase data quality so that Senior Leadership may make better decisions. On automation policy and technological issues, advises the Headquarters Personnel Information Systems Branch.
  • Translates functional requirements into system specifications for a variety of systems (GSME for more than thirty internal/external systems and their interfaces).
  • When necessary, conducts rigorous systems analysis, constructs or redesigns systems, and develops computer applications.
  • To determine the priorities of tentative and ongoing initiatives, consults and interacts with other functional proponents and field users.
  • Work schedules are created to fulfill all requirements.
    Assists programmers in the testing of new and upgraded programs.
  • Provides subordinate operating elements with technical direction and guidance.
  • Participates in the examination of the IPPS-A, SIDPERS-G, TAPDB-G, and RCCPDS systems to determine the accuracy and completeness of the output delivered to more than forty interfacing systems and end-users.
  • Takes steps to reconcile data discrepancies between Guard systems and DMDC that have been identified. Prepares Decision Logic Tables and Detailed Functional System Requirements (DFSR) (DLT)
  • Responds to multiple legislative inquiries about the ARNG Personnel and Pay systems’ data and capabilities.
  • Validates NGB systems’ system views and enterprise architecture papers.
